Fight Against Integration

(Rec. 8 pun.) LITTLE ROCK (Arkansas), January 13. Governor Orval Faubus, of Arkansas, called on the Arkansas Legislature today for more legislative moves to continue the battle against racial integration in public schools. Outlining a programme before the joint House-Senate session, Mr Faubus asked for a constitutional amendment that would

permit school districts, at their option, to give each student a fixed amount ot money with which they could attend a school of their choice. This approach. Governor Faubus said, would avoid the necessity of destroying the entire public school system in fighting integration. He said school districts not under attack by integrationlsts would simply continue to operate a dual, segregated system for whites and negroes. Districts attacked in the Courts could help the creation of white, private schools by voting to per* mit each student to take his State money with hftn to a school of his choice. The Governor said also he wanted legislation that would cover, in the State teachers’ retirement programme, teachers who taught in private schools. The mechanics of this proposed law were not spelled out, but teachers have been reluctant to ' give up State retirement participation to teach in the private high schools at Little Bock. The proposed legislation apparently Would remove that obstacle.
