Powers Of Veto I Attacked 'Rec. 10 p m 3 LONDON, Nov. 18 The Secretary-General of the North Atlantic Treaty Organisation, Mr Paul-Henri Spaak, com-1 plained yesterday of the organisation’s inability to impose its, decisions, according to the “Daily Telegraph.” He blamed the rule; which enabled one member to veto all the others’ decisions. Speaking to members of the political committee of thet N.A.T.O. conference he said agreement could have been reached on Icelandic fishing, but for Iceland, and on Cyprus, but for Greece. I Committee members reported; that Mr Spaak also said agreement could have been reached within the Organisation for European Economic Co-operation onj a free trade area, hut for the unanimity rule which gave France veto power.
