Bill To Increase Penalties (New Zealand Press Association) WELLINGTON, June 20. A Navy Amendment Bill which brings Royal New Zealand Navy discipline into line with that of the Royal Navy was introduced, and given a first reading, in the House of Representatives today. The Minister of Defence (Mr Connolly), explaining the bill, said the House of Commons toward the end of last year passed a consolidation of the Naval Discipline Acts of 1866 and 1911. That act would come into force on January 1. 1959.

Because of the close relationships between the Commonwealth navies and the Royal Navy it was imperative that provisions of the United Kingdom Act should apply. In addition, the Navy Amendment Bill provided for penalties for breaches of discipline. “In our own Navy Act, which was consolidated in 1954, there was the inadvertent omission of penalties,” said Mr Connolly. The amending legislation rectified that omission and provided for the previous maximum fine of £2O being increased'to £5O and a maximum term of imprisonment of up to |hree months for breaches of discipline.
