LONDON, January 21. The leader of the House of Commons (Mr R. A. Butler), today undertook to convey to the Prime Minister (Mr Harold Macmillan), how in New Zealand! the “'undoubted feeling” in the House of Commons on . the need for “a summit conference and a successful one.”
Mr Butler was answering Parliamentary questions in the absence of Mr Macmillan on a Common-* wealth tour.
Several Labour members, including the Leader of the Opposition (Mr Hugh Gaitskell) had urged the need for talks between the heads of government. Mr Gaitskell suggested there was no need for the preparation to take place necessarily through a Foreign Ministers* conference, to which the Russians had objected. Diplomatic channels could be used.
There was a great deal to be said for a summit conference as a means of breaking the ice between East and West, not necessarily of finishing and completing every possible settlement. Mr Butler said he agreed that one need not stick to an exact medium for preparations so long as they were properly made. Security Council Seat For Japan (Rec. 11 pjn.) NEW YORK, January 22. Japan takes its seat in the United Nations Security Council today when it meets for the first time this year. Mr Koto Matsudatra, Japan's permanent representative at the United Nations, will represent his country, which was elected to membership in the council last year, along with Canada and Panama ' The three nations succeed the Philippines, Australia and Cuba.
