Copunons

Mr Butler was answering Parliamentary questions in the absence of Mr Macmillan on a Common-* wealth tour.

Several Labour members, including the Leader of the Opposition (Mr Hugh Gaitskell) had urged the need for talks between the heads of government. Mr Gaitskell suggested there was no need for the preparation to take place necessarily through a Foreign Ministers* conference, to which the Russians had objected. Diplomatic channels could be used.

There was a great deal to be said for a summit conference as a means of breaking the ice between East and West, not necessarily of finishing and completing every possible settlement. Mr Butler said he agreed that one need not stick to an exact medium for preparations so long as they were properly made. Security Council Seat For Japan (Rec. 11 pjn.) NEW YORK, January 22.
