Arrests In Budapest WASHINGTON, March 7. The United States today accused Communist Hungary of arresting Hungarian citizens immediately after they visited the United States Legation office in Budapest It requested that this interference with United States diplomatic rights be stopped. Police surveillance of Hungarian’s entering and leaving the legation chancery was “apparently designed to intimidate and discourage Hungarian citizens from conducting normal and customary business with the legation.” the United States said in a Note. The Note was delivered to the Hungarian Foreign Minister in Budapest by the ranking United States diplomat there, Mr Spencer Barnes. It was presented in Washington also to the ranking Hungarian diplomat in Washington, Mr Tibor Zador. The State Department press officer, Mr Lincoln White, said the harassment of Hungarian visitors to the diplomatic mission of other countries was also known to have occurred in recent weeks. He mentioned specifically the Austrian diplomatic mission as having been under police surveillance.
