OFFER MADE TO SOVIET
Security From Aggression
(Rec. 8 p.m.) LONDON, October 5. The European security proposals planned by the West provided effective measures against aggression from whatever quarter it might come, a Foreign Office spokesman said today. The proposals—agreed upon by the Foreign Ministers of Britain, the United States, and France in New York last week—will be put to Russia at the Four-Power Foreign Ministers’ conference which will open in Geneva later this month.
The spokesman was commenting on a West German official’s reported statement that the proposals “must not include discriminatory provisions against Germany.” The Foreign Office official said that there was no intention of applying discriminatory measures against Germany. Diplomatic sources said the Western proposals for Geneva would include an offer to Russia of a phased programme for reuniting Germany and the conclusion of a European Security Pact.
