F. Higgins, of Napier, at the conference of the Harbours’ Association of New Zealand at Auckland today. The committee he was referring to was the Parliamentary Labour Bills Committee, and the occasion was the discussion in November last year with harbours’ representatives on the proposed Waterfront Industry Act. Speakers at today’s conference said they deplored the speed at which the legislation—a sequel to the waterfront strike—was passed, and accused the Labour Bills Committee of giving “scant courtesy” to harbours’ representatives. , “The meeting at which the harbour boards’ case was put was tragic from our point of view,” said the senior vice-president (Mr T. A. Bishop, of Auckland), who acted as spokesman on that occasion. “There were few members present, and the one to whom I looked for assistance was asleep," he added. “We got no support.” The president (Sir William Appleton) said there was a tendency at present to hasten legislation that was often found when on the Statute Book to be wrong in principle.
