COMPROMISE ON ARMS

Belgian Proposal Accepted (N.Z. Press Association—Copyright) (Rec. 10 p.m.) LONDON, Sept. 30. A compromise plan for arms control, submitted by Belgium and attempting to reconcile conflicting views on the controls to be exercised on a rearmed Germany was agreed to m principle by the Nine-Power Conference m London yesterday. The plan will now go forward for study by a group of experts. France had sought severe limitations on a renewal of German militarism, and the other eight nations had favoured looser restraints. The Belgian plan involves expanding the Brussels Treaty to include West Germany and Italy, and the member nations of the new group would set the limits to the maximum forces to be supplied by members for the defence of free Europe. Proposed by Belgium’s Foreign Minister, Mr Spaak, the plan is believed to permit the production of heavy weapons such as field guns and of tanks and aircraft under strict control.
