DETAINING SEX OFFENDERS

CRIMINAL JUSTICE BILL AMENDED DISCRETIONARY POWER FOR PAROLE BOARD (Neto Zealand Press Association) WHLUNGTON, September 1. An amendment made to the Criminal Justice Bift by the Statutes Revision Committee of file House of Representatives gives a discretionary power to the Parole Board, formerly the Prisons Board, to continue the detention of a persistent sexual offender against children, if ft is felt that the safety of the community makes that desirable. .As originally drafted the bill provided for an indeterminate sentence for such offenders, with a maximum of 14 years. Another amendment provides that before passing sentence of Borstal training or. corrective training , the Court is to obtain and consider a' report from the probation officer or superintendent of a penal institution respectively. Under the original bin this was optional. The amendment makes it mandatory. These are the two main amendments in the bill, which the committee reported back to the House today. The committee also reported back the Penal Institutions Bill, which contains a few minor amendments.
