Reported Plans Of Philippines

(Rec. 11.30 p.m.) MANILA, August 31. The American Associated Press today quoted an informed source as saying the Philippines would seek a Pacific charter at the eight-nation S.E.A.T.O. conference here next week.

The document would follow as closely as possible the guarantees of freedom given under the Atlantic Charter, the source said, and would contain these specific principles: (1) Support of the rights of all peoples in South-east Asia to freedom and independence. (2) Agreement to take steps insuring the progress of South-east Asian nations toward self-rule and independence. (3) Co-operation for the economic, social and cultural development of South-east Asian countries to raise their standard of living, economy, and social security.

<4) Joint and individual action against any force that would attempt to undermine or destroy the sovereignty, territorial integrity, or freedom of South-east Asian governments.
