WASHINGTON, March 25. Mr Vai Peterson, head of the Federal Civil Defence Administration, said today that he was re-examining United States civil defence plans. “We have three alternatives. The,, first is that everyone should go underground during an attack. This is feasible, but the cost of building shelters for millions of Americans would be prohibitive.

“The second is that we remain in our cities and carry on. This is impossible. because our citizens would be wiped out. “The third alternative is the mass evacuation of our major cities in the event of an attack. This poses difficult problems, but it is real Bnswer.” He added that his administration Was trying to perfect plans so that within two years the civil defence authorities would have at least two hours’ warning of an attack and Would be able to evacuate all major cities before the enemy bombers •truck.
