POLL TO BE TAKEN ON SPECIAL RATE A special development rate of 3-8 d in the pound (over the town district) is proposed by the Hornby County Townsnip Committee and a poll will be taken. Amenities needed in Hornby included street and footpath sealing, kerbing and channelling, high-pressure water, and sewerage, said the chairman of the committee (Mr R. J. Roberts) at a public meeting last evening. The township now received the rates raised and a share of other revenue of the Paparua County Council, but this was not sufficient. Street work suggested was 415 chains of sealing costing £16,600, 2000 chains of footpaths at £30,000, and 2000 chains of kerbing and channelling at £50,000, a total of £96,600, Mr Roberts said. A loan was not recommended. The development rate of 3-8 d would amount to £1 Us 3d on £lOOO valuation, or £3 2s 6d for an average house of £2OOO valuation. A poll was preferred to a petition. A number of speakers, from the floor, claimed that sealing (much as it was needed) should be delayed until sewerage and water schemes were settled so that improved roads would not be broken up after treatment. The motion to hold a poll on the proposal was carried by 32 to 24, a good number not voting.
