WAIMAIRI RATING
Sir, —One of the reasons advanced for the appalling state of the roads and other amenities in Waimairi is the shortage of funds. Might not this condition be alleviated by reverting tc the old-fashioned method of rating on unimproved value? There are hundreds of sections in this riding which have been held since before World War I, mainly because of the absurdly low unimproved rating. My section of hali an acre was rated at 8s sd, but the year I built, rose to £8 Is 5d and this year is £9 14s lOd. It seems to me that people are being encouraged to hold sections, which might be available for building, by such low rates. If these people had to pay £2 a section of quarter acre, they would have to build a home or sell to someone who would. In either case, the council woulcfc receive more revenue and some relief could be allowed those who are at present bearing the burden. —Yours, etc., BROOKLANDS. September 14, 1951.
