TRAMWAY LOAN POLL
Sir,—ln your leading article this morning you greatly deplore the apathy of electors in voting only one in five in the tramway poll. This is superficially well justified, no doubt, yet there nipy’ be good reason, not apathji, but rather that the average citizen feels himself incompetent to express a sound opinion on such a complex financial matter. In other countries, notably England, I understand, it is different. There the people choose their representatives, who, being specially trained for the purpose, decide the matter, which is perfectly democratic and results in a great saving of time and money. VJe had a striking example of the wrongness of our system many years ago, when a strip of land at the “bottleneck" was offered to'the city by the Bank of New Zealand at a very reasonable price, and the ratepayers turned it down.
