Sir, —The published remarks of Dr. Mazengarb about the "serious dispute which arose between the Government and the then Governor in 1894” (about Legislative Council nominations), and his allusion to Mr Ballance, the Premier, are not in accord with the actual period of the disagreement. (Mr Ballance was buried at Wanganui on April 30. 1893). Anyone interested should refer to Parliamentary papers in the Public Librarv, viz,. A-7. 1892. and A l. 1893. published in appendices to Journals of the House of Representatives. The argument started in 1891. when John Ballance was the new Premier, and just before Lord Onslow’s resignation. Lord Glasgow was confronted with the problem immediately on assuming office in 1892. His memorandum to the Secretary of State for the Colonies (Lord Knutsford), August 8. 1892. is most interesting, as is Mr Seddon’s viewpoint, as expressed in a long memorandum addressed to Lord Glasgow, dated July 3, 1893.---Yours, etc., W.
