DR. HUGH DALTON’S ATTITUDE (Rec. 8 p.m.) LONDON, Aug. 29. Dr. Hugh Dalton, leader of the British delegation to the Council of Europe. told the Assembly of the council at Strasbourg that he refused to be bound by any vote he gave in Strasbourg when he returned to the House of Commons. The Conservative member for Streatham. Mr Duncan Sandys. who is also one of the British delegates, rose and said; ‘When I vote for a resolution it is because I believe it to be right. If I then went to my own Parliament and voted against a resolution which I had supported here I should think that inconsistent. I shall vote in Parliament at home for everything I support here.” Mr Sandys’s statement was loudly applauded. Dr. Dalton said: “My Labour colleagues and I cannot accept a mandate from a body outside the British Parliament on how we should v<?te at Westminster. No precise pledge cab bd given here Which will bfe binding at home. This is dangerous intervention by this Assembly in the workings of national parliaments.”
