SHORT-WEIGHT COAL Harry James Carter, a coal merchant, trading as F. Carter and Son (Mr W. K. L. Dougall), was fined £6 on a charge of selling short-weight coal on July 10. Mr S. J. Mann, of the Department of Labour, said that only one of 22 bags on a truck was the correct weight. One bag was 27 pounds under weight and it was the subject Of the prosecution. Mr Douga'l said that the employees of the firm were supposed to weigh the coal as it was unloaded and bagged at the Waltham railway yard. The scales at the railway yard were broken and had been removed to Carter’s coal yard. Carter had not been to the railway yard and did not know the scales were out of action. The defendant was much upset about the prosecution, for he had a reputation for fair dealing. There was nothing intentional about the offence. “This is a bad case of its type and the responsibility is on the employer,” said the Magistrate.
