(Rec. 10 p.m.) NEW YORK, August 7. The Dominican Republic requested to-day “the relations of member States of the United Nations with Spain” be placed on the agenda for the General Assembly session beginning on September 19. The United Press said that the prospects were that the diplomatic embargo against General Franco’s government would be lifted.

However, the admission of Spain to membership of the United Nations would require a favourable recommendation from the Security Council, which was unlikely if the Soviet Union maintained its participation in the Council after the term as chairman of the Soviet delegate (Mr Jacob Malik) expired on August 31.
