PEACE TREATY PROBLEM

TOKYO GOVERNMENT’S STATEMENT READY TO SIGN SEPARATE PACTS WITH ALLIES TOKYO, June 1. The Japanese Government announced to-day that it was ready to sign peace treaties with any nation willing to grant Japan independence and equality. The statement indicated clearly that Japan was willing to sign separate treaties with the Western Allies if Russia would not agree to an overall peace conference. Observers believe that General MacArthur's headquarters approved the statement before the Japanese Foreign Office issued it.

The statement said that Japan was willing to accept *the dangers and complications which might possibly arise from separate peace treaties.

It continued: “The Government believes that Japan fully possesses the necessary •qualifications for a peace treaty. Japan has already fulfilled the conditions which the allied Powers demanded of her. As a result of United States aid and the earnest efforts of the Japanese people themselves, Japan has reached the stage of de facto peace.”
