COMMUNIST TACTICS IN WEST GERMANY
VIOLENCE SAID TO HAVE BEEN ORDERED BERLIN, March 15. Allied sources in Berlin to-day said that Communists had been instructed tc provoke clashes wherever possible between West Germans and the occupation authorities. This instruction cancelled a former order instructing West German Communists to content themselves with angry speeches, newspaper attacks, and licensed protest rallies. Until this week the Communists’ anti-Allied campaign has generally been more a matter of words than deeds. Fifty German police to-day prevented about 60 Communists from forcing their way into the headquarters of the British Land Commissioner in Hamburg. Four demonstrators were arrested after a scuffle and a number of leaflets were confiscated. The police said that the demonstrators wanted to see the commissioner to protest against the demolition of a graving dock and the conviction of two Communist journalists. Later to-day the commissioner agreed to receive a five-man delegation.
