SOUTHERN KURILES AND KARAFUTO
JAPANESE SOVEREIGNTY • CLAIMED TOKYO, December 21. Japanese sovereignty over the Rus-sian-controlled Southern Kurile Islands and Karafuto was claimed in the Japanese Diet to-day by a Foreign Office spokesman. Answering questions in the Diet, the spokesman claimed that Japan’s right to protect herself could -neither be denied nor delegated. The spokesman agreed that Japan also had sovereign rights over the
American-occupied bases of Okinawa. Iwo Jima. and the Bonin Islands. The Foreign Office did not need, under the Potsdam declaration, to recognise any change in sovereignty in the Southern Kurile Islands and Karafuto, both of which had been absorbed as Russianoccuoied satellites since the Japanese surrender.
The spokesman said that Japan was not bound by the Yalta agreement, which was merely a tripartite agreement among the United States. Britain and Russia. Therefore Japan could claim sovereignty over the Southern Kuriles and Karafuto in spite of the Russian intention to make them part of Soviet territory.
