U.S. Criticises Arms Census Plan Before Security Council (N.Z. Press Association—Copyright) (Rec. 11.30 p.m.) NEW YORK, October 15. The United States to-day told the United Nations Security Council that Russia was completely opposed to any plan of effective disarmament. Mr Warren Austin, the chief United States delegate on the Council, said that the Soviet delegates in all arms talks “have been trying to muddy the waters, so that they will fail to reflect clearly the true Soviet countenance, which is one of complete opposition to any real plan of effective disarmament.” Mr Austin was joined by the delegates of France, Canada, China, Norway, and Cuba in criticising the Soviet proposal, submitted on Tuesday, that members of the United Nations should supply information on the state of their armed forces and armaments, and especiallj’ on atomic bomb stocks. They said the Soviet proposal would be meaningless without inspection of armaments and verification of figures.
