ASSOCIATION WITH BONN REGIME COMMISSIONERS DRAFT PROPOSAL (Rec. 7 p.m.) BONN. October 13. The three Allied High Commissioners in Germany to-day discussed proposals for permitting a closer association between Western Berlin and the West German Federal Republic. Without taking a final decision, they drafted a proposal allowing Berlin to join the Bundesrat (Upper House), which represents the State Governments, with full voting rights, and without assuming voting powers in the Bundestag (Lower House). The High Commissioners will discuss this proposal to-morrow when they meet the Federal Chancellor (Dr. Konrad Adenauer). The West German Minister for AllGerman Affairs iMr Jakob Kaiser) told a press conference that the West German Government would not establish relations with the new East German Government, but would completely ignore its existence. “We do not intend to negotiate with any unelected :nd Communist-domin-ated Government,” he said.
