FINANCIAL OBSTACLES TO DEVELOPMENT
(Rec. 10 p.m.) SUVA. March 19. The Governor of Fiji (Sir Brian Freeston), in his opening address to the Fijian Legislative Council this morning, reminded members ofr Fiji’s 10-year development plan costing nearly £4,500,000, of which £1,110,000 was to be provided by the British taxpayers from the Colonial Developments Welfare Fund, £3.000,000 from a London loan, and the balance from local surpluses and revenue. fie also reminded members that more than £3,000,000 was due for war advances. He hoped that some, if not all, of this amount might be written off, but there was no certainty about it There was no prospect of a London loan, and therefore capital expenditure must be confined to productive projects. The 10-year plan must be recast, with greater emphasis on development and less on welfare and social betterment schemes, which must be postponed. • Early legislation fo¥ a tax on copra was forecast, because of increased prices this year.
