RUSSIAN BAN ON ENTRY

PROPOSED INSPECTION OF EMBASSY (Rec, 8.30 p.m.) WASHINGTON, Sept. 30. Russia has refused permission for a State Department representative, Mr John Purifoy, and members of the Senate Appropriations Committee, to enter Russia next month to inspect the United States Embassy in Moscow. Russia banned the entire group on the ground that it did not consider itself a suitable subject for senatorial investigation. The United States Ambassador in Moscow (Lieutenant-Gene-ral W. Bedell Smith) made a second request, emphasising that the senators

would examine only the operations of the United States Embassy, but this too was refused. The committee will leave next week to inspect areas in Europe and the Middle East, where United "States spending is either in progress' or contemplated.
