WORLD TRADE CHARTER
SPECIAL CLAUSE IN U.S. DRAFT
(Rec. 9 p.m.) WASHINGTON, September 19. The State Department has revealed that a special clause has been inserted in the draft trade charter which the United States is submitting to the World Trade Conference in London on October 15 to meet the complaints of countries like Australia and India that the original American proposals made insufficient provision for the development of unindustrialised nations. The clause provides that assistance may be given to countries neCding industrial and economic development through the proposed international trade organisation. The Assistant-Secretary of Commerce (Mr W. L. Clayton) told journalists that the elimination of all preferential trading arrangements like those in the British Empire and between the United States, and Cuba and the Philippines would require patience and might take considerable
