SPECIAL POLICE TO BE APPOINTED (Rcc. 12.15 a.m.) CANBERRA, Sept, 29. National Security Regulations to counter pillaging at Australian ports will shortly be issued. They will contain wide powers, covering every possible aspect of these illegal operations. One of the principal provisions will be the appointment of a special squad of trained civil police, responsible to the Commonwealth Government, and not under the state police departments. Cargo pillaging at wharves in Australian ports has become so serious that efforts were made by shipping companies and importers to have more severe penalties imposed on offenders. It was also desired that the police be given increased facilities to search persons suspected of pillaging. Shipping companies in Sydney say they expect the losses to total hundreds of thousands of pounds this year through cargo pillaging on the water-, front. Pillaging is believed now to be the biggest criminal racket in Sydney. Statistics kept by shipping companies show that the average cost a ton of cargo for pillage claims has risen from 2.26 d in 1938 to slightly more than a shilling. Goods which come under the rationing system are the ones most keenly sought by pillagers.
