NEW METHOD OF CONTROL
CITY EMERGENCY SERVICES
ORGANISING EXECUTIVE TO BE APPOINTED
The appointment of an organising executive to control the Christchurch Emergency Precautions Services was decided on by the central committee of the organisation yesterday afternoon. The executive will be apnointed by the Mayor (Mr E. H. Andrews) and Mr W. Machin, controller of the transport section, who is to be a member of the new controlling body. An endeavour will be made to secure men of proved business and executive ability who are able to give considerable time to the work. The proposal was moved by Mr H. G. Livingstone after Mr Machin had expressed the view that few persons in the room were satisfied with the state of the emergency scheme. The executive, said Mr Machin, was concerned largely with questions of policy, and it could not see to the details of coordination and organisation which were necessary to the efficient operation of the emergency services. Mr Livingstone said it was obvious that co-ordination between some of the sections of the organisation was lacking. It was necessary that these defects should be overcome and overcome quickly. An organising executive of not more than five men, of the most outstanding business and executive capacity obtainable, and prepared to give much time to the work, would make a big difference to the organisation. He moved that the Mayor and Mr Machin appoint such an organising executive, and asked the meeting to let it be understood that Mr Machin should be one of the personnel of that body. The motion was adopted.
