REPORTED DISCUSSIONS WITH GERMANY , AMSTERDAM, April 20, The Soviet Ambassador to Germany has returned to Berlin from Moscow. It is reported that, he brought a memorandum to Herr von Ribbentrbp, the German Foreign Minister, from M, Molotov, the Soviet Foreign Commissar, relating to the Balkans.
