INCIDENT IN HOUSE OF COMMONS
COLLAPSE OF NAVAL OFFICER SPEAKER GIVES RULING FOR FUTURE GUIDANCE
LONDON, April 5
Lieutenant-Commander R. T. Bower, the British naval officer and boxing champion, whose face was slapped by Mr E. Shinwell, a Labour member, in the House of Commons yesterday, collapsed after a visit to the House of Commons. His doctors have advised him to spend a week in bed.
Lieutenant-Commander Bower’s wife states that he is seeking legal advice about the slapping incident. The Speaker of the House of Commons (Captain E. A. Fitzroy) said he wished, for future guidance, to give a considered opinion on an incident which was of the gravest character and which had the effect of lowering the House’s reputation throughout the world. A similar offence in future would not occur without fear of punishment.
