Partial Agreement Expected CONSTITUTIONAL ISSUE STILL A DEADLOCK (UNITED PRESS ASSOCIATION—COPYRIGHT.) (Received February 4, 8.30 p.m.) LONDON, February 3. The Australian Associated Press says that at least a three-point agreement is expected to emerge from the British and Irish Ministerial discussions.

Th£ agreement is expected to terminate the economic war. It will be headed by a much wider reciprocal trade agreement than at present, coupled with a settlement of outstanding differences on annuities and defence.

The constitutional deadlock, however, is likely to remain. The Ministers will not resume their conversations until after the Ulster elections. Apparently Britain is compromising considerably on the defence issue.
