RUGBY, December 4.

An Army .League for Home and Empire Defence is being formed to do for the Army and problems of land defence what the Navy League and the Air League of Britain are doing for the other two services. The Marquess of Willingdon, a former Viceroy of India, has agreed to serve as president, and the Earl of Derby, a war-time Secretary for War, as deputy-president. The council includes Field-Marshals Sir Phillip Chetwode and Lord Milne. The league will issue a manifesto and an appeal early in the New Year.
