PUBLIC SERVICE CONDITIONS
REMITS FOR SUBMISSION TO COMMISSIONERS “That any officer at the time of being superannuated be allowed to vest a proportionate part of his superannuation allowance in his wife,” is the text of a remit passed at the annual conference of the executive council of the Public Service Association of New Zealand. In all, 60 remits were passed for submission to the Public Service Commissioners.
Another remit directed that the Government be requested to provide by legislation that any increase on the Government subsidy to the Public Service superannuation fund recommended by the Government Actuary as necessary to keep the fund solvent, be paid automatically on the Actuary’s report. At present no increase to the subsidy can be made without an amendment to the Superannuation Act. Other remits passed included the following:—(1) That the Public Service Commissioners review the cases of all temporary employees, with a view to placing them on the permanent staff where conditions warrant it, provided that they (a) have the necessary qualifications; and (b) are filling a permanent position. (2) That when the present term of the chairman expires, or he resigns his office, a Stipendiary Magistrate be appointed chairman of the Appeal Board. (3) That Anniversary Day be added to the list of statutory holidays. (4) That the association press for a holiday on Easter Tuesday. (5) That the attention of the Public Service Commissioners be drawn to the inadequacy of the grading of administrative and controlling officers. (6) That the commissioners be asked to give consideration to increasing the rates of travelling allowances. (7) That the rates and conditions of payment of overtime be reviewed to bring them into relation with the rates payable to similar groups outside the service.
