VISIT TO UNITED STATES PLANNED (BRITISH OFFICIAL WIRELESS.) RUGBY, September 16. Sir Frederick Phillips, one of the Under-Secretaries of the British Treasury, who is spending a holiday in Canada, will visit the United States before returning to England. During his visit he will have talks with Mr Henry Morgenthau,' jun., United States Secretary of the Treasury. It is stated in official quarters in London that there is not any question of opening negotiations or discussions. The visit is regarded as mainly for establishing personal contacts. A Washington message attributes to Mr Morgenthau the statement that he has no intention of discussing war debts with Sir Frederick Phillips.
