EQUITABLE ARMS REDUCTION AS JAPANESE PROVISO

The Minister for the Navy (ViceAdmiral Yonai) has announced that Japan is ready to attend the Naval Limitation Conference if it is initiated by other powers on the basis of an equitable reduction in armaments.
