HALF-HOLIDAY AT SUMNER

WEDNESDAY FIXED BY BOROUGH COUNCIL

A meeting of the Sumner Borough Council was held, when there were present:—The Mayor, Mr T. Newburgh; Crs. J. E. Tait, C. Hart, F. T. Eldridge, E. T. Chitty, and G. F. Allen.

Before the ordinary meeting a special meeting of the council was held, when Wednesday was fixed as the Saturday half-holiday in the borough. The Mayor reported that he had attended the Municipal Association meeting at Wellington, and said that in his opinion it was one of the finest bodies ever brought into existence. The Medical Officer 'of Health wrote about regulations for camping grounds. He desired to ask the council if it required the regulations gazetted as applicable to the district. The question was referred to the works committee.

The Mayor said that information was required under the Housing Survey about housing conditions in Sumner.

The chairman recommended that the Minister be advised that as there was no shortage of houses in Sumner and that as any defects were immediately examined by an officer of the Department of Health, there was no necessity to go on with the survey. Cr. E. T. Chitty drew attention to the nuisance created by noisy motorcycle exhausts by the main road near the School for the Deaf. He said that the noise was absolutely unbearable and something should be done.

The matter was referred to the traffic inspector. Reporting on the position of the borough rates the Town Clerk said that £427 more had been collected up to January 25 than on the same date last year.

The Mayor said that four objections had been received to the council's proposals to raise loans for borough improvements. He moved that application be made to the Loans Board *for sanction to raise the following loans:— Valley area, £7400; Esplanade sewers, £2100; water extensions, £3900; Gas Works renewals, £6700; total, £20,100. Objections from ratepayers would be forwarded at the same time. Cr. C. Hart drew attention to the condition of the footpaths on Monck's Spur. The matter was referred to the works committee.

The finance committee reported that accounts amounting to £5542 10s 9d had been passed for payment. The Town Clerk was instructed to endeavour to have the practice stopped of cyclists riding down the Lyttelton Hill and Monck's Spur road at r.n excessive speed and to arrange to have the fence of the Sumner Vale farm property cut back and lowered. . The borough engineer reported that building permits to the value of £2510 12s 6d had been issued for the month of December, 1936.
