MR ROOSEVELT’S PLAN FOR REORGANISATION
NEW MINISTRIES PROPOSED (Received January 13, 11.30 p.m.) WASHINGTON, January 12. Mr Roosevelt, in a special message, asks Congress to enact a Governmental department reorganisation, extending his powers over adminstrative affairs, creating new Ministries —for social welfare and public works—and extending the merit system,, making possible •worthwhile careers in the Government serviced The 1 President, for himself, asks for an executive of six persons to assist in taking such administrative work off his shoulders.
