- « EXAMPLE COMMENDED TO SOUTH AMERICANS (Received December 14, 8.20 p.m.) NEW YORK, December 13. The Santiago (Chile) correspondent of the New York “Times” says that newspapers draw a contrast between Mr Roosevelt’s pacifist declarations at the Pan-American peace conference and the increasing expenditures on the United States army, navy, and air force. They sav that the United States is practical and knows that preparedness is the only way to assure peace. They warn South Americans not to neglect their defences because of the peace pact agreed to at the conference.
