PAVING MAIN ROADS

ASHBURTON COUNTY PLAN | POSSIBLE INCREASE IX RATES Reporting on the recent conference of county councils convened by the Canterbury Progress League to consider the league's proposal of a fiveyear paving programme for Canterbury, Mr F. Frampton (chairman) told members of the Ashburton County Council, yesterday, that roads totalling about 65 miles had been selected for each year. The Ashburton county's was as follows: —First year: Hinds-Ealing (9 miles); second year: Ashburton-Methven (17 miles 23 chains); third year: Ashburton-Waka-nui (8 miles); fourth year: TinwaldLongbeach (11 miles 12 chains), Tin-wald-Mayfield via Westerfield (17 miles 40 chains): fifth year: RakaiaMethven (21 miles 60 chains), Tinwald-Mayfield-Valetta (11 miles 22 chains) —total 96 miles. As it was unlikely that the Hinds-Ealing section would be ready for paving this year, it was agreed that the Ashburton-Methven highway be proceeded with further this year. It must be borne in mind that the cost of sealing roads was £2OOO a mile, of which the council’s share was £SOO. On a seven-year term, the annual cost to the council would be nearly £6OOO, excluding the HindsEaling road, which the Government proposed to take over. “Although it will no doubt -be necessary, if the work proceeds, to make an increase in the rates to pay for this special work,” said the chairman, “ratepayers will no doubt welcome the provision of smooth running, dustless roads, by which the running cost of motor vehicles is reduced.” Mr J. Moore said there were many roads in the county which had not been shingled. These deserved consideration before the council carried on with more paving such as on the Ashburton-Methven road. “The scheme mapped out for tarsealing is fairly ambitious and will mean a fairly substantial increase in rates,” said Mr H. C. B. Withell. It was decided to write asking the Main Highways Board what money would be available for loans to finance the council’s share of tar-sealing costs.
