Duff Cooper, addressing the Westminster Savings Committee, said: “The Department of Defence may make great demands on the savings of the people in the years ahead. I am principally concerned with that depar»nent’s expenditure, which must always be present in the minds of civilised people while therp are barbarians in the world. “Expenditure must be borne philosophically by wise economists who realise that their highest ideals can be carried out only in a State safely defended against barbarians.”
