BERLIN, February 14.

An announcement that the FrancoSoviet pact is regarded -as a violation of the Locarno Pact is made through semi-official “diplomatic correspondence,” in which a spokesman in the Wilhelmstrasse declares that it would be erroneous to believe that the Russian pact does not impair Locarno. Germany cannot remain indifferent if various regional pacts are pushed ever further, until nothing remains of the original idea. The spokesman adds: “Germany regards the pact as an alliance directed against her. It is a new element of insecurity in European politics.”
