FINANCIAL AID FOR CHINA
. 4>— JAPANESE THINK SUCCESS UNLIKELY (Received September 18, 7.5 p.m.) LONDON, September 17. The Tokyo correspondent of "The Times" says the Emperor gave an audience to Sir Frederick LeithRoss, chief economic adviser to the British Government, who will leave for China to-morrow. He has been told that if a practicable plan to assist China financially can be devised, Japan will give it serious consideration. Ministers and officials are friendly, but sceptical, declaring that effective financial aid would necessitate foreign supervision, which the Chinese would strongly resent.
