V POSITION STILL UNSETTLED (Received February 20, 5.5 p.m.) NEW YORK. February 19. Although a compromise rgrecment was reached extending the truce to the building service employees, who are threatening to strike, for a period of six months, insurgent elements within the union declared 'hat they would act independently. They are continuing to call neriodic waik outs from various buildings.
There is still confur-ion in several mid-town skyscraners. with the lift service onlv partially restored.
