JAPANESE STATEMENT MONGOL TROOPS REPORTED TO BE MASSING MANCHUKUO PREPARING (UNITED rUKSS ASSOCIATION—BY KLF.CTBIO TELEGRAPH— COPYRIGHT.) (Received January 31, 12.5 a.m.) TOKYO, January 30. The Foreign Office spokesman said he had hopes that the ManchuriaMongolia border affair would be settled without trouble if the Outer Mongols withdrew. It was reported, however, that Outer Mongol troops were concentrating on the frontier. Consequently, the Manchukuo army was preparing to meet the situation.
