SUBSIDIES FOR FARM WORK
UNEMPLOYMENT BOARD'S PRECAUTIONS
More care to see that farmers do not receive subsidies for the employment of relief labour if their financial position is such that they would otherwise have the work done without assistance is being taken by the Unemployment Board. The board has always required some assurance of the farmer's need for assistance before granting a subsidy, but a circular dated November 6 states the present policy in greater detail, as follows: — "Employing authorities should check up carefully the financial ability of any applicant to employ the labour privately without assistance (continues the circular). The mortgages on the property, the interest thereon, and other charges against the returns therefrom, should be taken into account, and where it is considered that the farmer is able to meet the full cost of the work the application may be declined. Where there is some doubt as to the farmer's eligibility to participate under the scheme, the application, accompanied by a financial statement from the farmer showing his income and expenditure over the last year, with particulars of the class of farming and of the stock carried, should be submitted to head office for consideration."
