The foreign spokesman revealed that Japan would present, at the preliminary naval talks in London in October, an entirely new scheme "in the spirit of disarmament and for the purpose of curtailment of armaments." He said that Japan hoped that other powers would similarly submit fresh proposals, enabling the working out of a mutually satisfactory agreement. He indicated that the Japanese I scheme involved supersession or amendment of the "Washington Pact. If the other powers agreed it would obviate Japan's formal notice of abrogation of this pact, but if they did not agree Japan must abrogate. The chief naval representative, Rear-Admiral Isoroku Yamamoto, will arrive in London at the end of October. AUSTRALIAN COTTON DUTIES «► GOVERNMENT GUIDED BY TARIFF BOARD (Received August 29, 8.20 p.m.; MELBOURNE, August 29. Referring to the criticism from Lancashire regarding cotton duties, the Minister for Customs (Mr T.'W. White) announced various itsms on which the .Commonwealth Government had decided to grant concessions with a view to obviating hardship. He reiterated that the Government, in fixing the cotton duliss, had been guided by the Tariff Board, its enquiry having gone back for; years. j CONCESSIONS WELCOMED j !
