CITY COUNCIL

♦ MONTHLY MEETING HELD

The Christchurch City Council met last evening, when there were present: The Mayor (Mr D. G. Sullivan, M.P.), the deputy-Mayor (Cr. J. K. Archer), Crs. E. E. McCombS, M.P., T. H. Butterfleld, J. S. Barnett, G. T. Thurston, J. Mathison, F. T. Evans, M. E. Lyons, T. Milliken, T. Andrews, W. Hay ward, E. H. Andrews, A. E. Armstrong, and H. T. J. Thacker. Quotation for Motor-cycles The finance committee reported ' having accepted the quotation of the ! British Motor Cycle Agency Co. at £2l 5s for replacing three motorcycles used by the traffic Inspectors. The report was adopted. Permission was given the Self Help Co., Ltd., to erect a cycle rest outside its premises at 167 High street. Quotation for Printing Three quotations were received for printing licenses, receipt and application forms, to be issued by the traffic department. They were as follows: Mr S. A. Macdougall £29 9s 3d, Messrs Whitcombe an xombs, £33 9s 7d; Mr A. E. Purse, £36 3s. The finance committee reported having accepted the lowest tender, that of Mr S. A. Macdougall, at £29 9s 3d. The report was adopted. New Motor-car Purchased Concerning the replacement of the motor-car of the city sanitary department's inspectors, the finance committee reported that a sub-committee obtained quotations from 10 different motor distributors, and after inspecing several of the cars, recommended the purchase of an English Ford 4-door sedan car at a cost of £262. less an allowance of £BO to be made on the old car. The recommendation was adopted. Tenders for Aerial Cable The receipt of the following tenders for supply of 15,000 yards of 7/.004 triple braided aerial cable for overhead line work was reported by the finance committee:—Enfield Cable Works. £lll ss; Vickery Electrical Co., £113; Samuel Brown, Ltd., £ll3 5.5; Turnbull and Jones. £ll3 ss: National Electrical Co.. £lls 6s 3d; Richardson, McCabe, £lls 17s 6d: Tolley and Son, £117; British General Electric Co., £124 2s 6d. I The recommendation that the lowes'; tender be accepted was adopted. Sale of Electric Itangres The report of the electricity committee stated that the of electric ranges for the year totalled 263, which represented an increase of 66 over the sales of the previous year The entire increase was in a certain type of range made in New Zealand, it being a remarkable coincidence that in both 1932-33 and 1933-34 one make of range recorded the same number of sales. The report was adopted. Subdivisions Approved Application by Mr T. de la Mare for approval for the subdivision of his property in Glade avenue, with a frontage on River road, was received. The town planning committee recommended that on completion of the dedication of a strip for the council's requirements the subdivision be approved, and that a resolution be approved exempting the south side of the street from further widening. The report was adopted. Mr F. H. Christian, owner of a section with a frontage to the blind end of Willard street, applied for approval of subdivision of his property into two sections, each to have a frontage of 16i feet. On the recommendation of the town planning committee lite application was approved. Other subdivisions granted for which approval was sought were those by Mrs Ayres in Opawa road and Hornbrook street, by Taylor and August in Mays road, and by I. S. Button in Rose street.

Causeway Relief Work The works committee reported that the number of men employed on relief works under the supervision of tho works department had been maintained at approximately the same number during the last month. Advice had been received from the Unemployment Board, that, in order to assist the general supervision of the McCormack's Bay causeway job, the board is prepared to pay extra wages for six full-time gangers, and arrangements accordingly were made being made. The report was received. Ferry Road Reconstruction Reporting on the reconstruction of Ferry road, the works committee reported that on the completion of the covering of the channels and the lifting of the old water main in the portion of Ferry road which was to be reconstructed, necessary excavation work would be commenced on the north side at the Madras street end, and this excavation and the concreting would be carried right through from Madras street to Fitzgerald avenue before any excavation work was done on the south side. Arrangements had been made for the channels in St. Asaph street, where St. Asaph street merged into Ferry road, to be covered. Tenders for Service I'ipes The works committee reported having received tenders for the supply of water service pipes and that the tenders of Cull and Prosser, and J. J. Niven and Co., were the lowest. It recommended the acceptance of the tender of the former, as the latter had already received a considerable share of council work. The total cost would be £247 17s Cd. The tender was foe copper bearing steel galvanised pipes. The report was adopted. The committee also reported that the following tenders had been received for the supply of 1000 feet of four-inch water pipe:—Spiral Pipe Co., Ltd.. New Zealand, £BS Es 4d; Gilbert Lodge Co., Australia, £9O; John Chambers and Son, Great Britain, £93 15s; Hume Steel, Ltd., (a) New Zealand, £IOO, and (b) £ll9 15s 10s: Stewarts and Lloyds, Ltd., Great Britain. £lO6 ss. £l5O. The report added that the tender of Gilbert Lodge Co. at £9O was for a spun cast iron pipe which, owing to tiie acid nature of the soil in which the pipe was to be used, was considered to bo better than steel pipe. In the circumstances, the committee recommended the acceptance of Gilbert Lodge and Co.'s tender. The recommendation was approved.

Jmprnviiiß Floor Covering A quotation from the D.I.C. at SIA7 Ifis fid to cover the existing rubber flooring in the aisles at the Civic Theatre with carpet runner was accepted on the recommendation of the finance committee. The cost will be charged to (he concert hall maintenance account. St. Albans Baths Committee The secretary of the St. Albans Swimming Bath Fund Committee advised the council that the following nominations had been received from associations for a board of control for the baths:—Messrs G. T. Glover, A. C. Wilson. W. Thomson, F. J, Prouting, P. Randle. L. Annand. S. C. Anderson. R. J. Fyfe. J. Falkinder. The council was asked to appoint representatives. Crs. Lyons. Mathison. and Barnett were appointed, Cr. Barnett to act in the absence of Cr. J. W. Beanland. Hoarding Permits Considered Three other applications for permission to erect hoardings held over since March 2G were again considered. The town planning committee recommended that permission be granted to Goldfinch and Co. for the erection of a hoarding at the corner of Barbadoes and Cashel streets, on a grocery shop in Victoria street, and adjoining a shop at the corner of Bealey avenue and Papanui road. The recommendations of the committee were adopted.

Three Applications Refused The following applications for permission to erect hoardings, first brought before the council on February 26.' were considered:—(l) At the corner of i Cashel and Albert' streets, of approxi- j mately 50 feet; (2) on the property in Worcester street, opposite the Canterbury Automobile Association's building; (3) on the section at the northwest corner of Cashel street and Ollivier's road. The committee recommended that the first and third applications be refused as the properties were situated in areas zoned as residential, and that permission be granted on the second application provided the hoarding's height is limited and that the formality of advertising for objections is adopted. Objection to the erection of one of the three hoardings—that adjoining the property of 142 Worcester street—was entered by Mr A. Sehvyn Bruce for Mrs J. M. Ballantyne. The letter of objection stated that it was thought the erection of a hoarding would act prejudicially against Mrs Ballantyne, whose business was the letting of flats to tenants. The letter added: "We consider the proposed boarding will prove a nuisance to our tenant, our experience in the past having been that refuge is taken behind such structures by members of the dissolute class, there being no control at night over the area where' the structure is erected." A letter from Ford and Hadfield and 12 other business people in the locality stated that they had no objection to an advertising panel being erected at 140 Worcester street. The town clerk reported that objections had been received at an earlier meeting ot' ( the council. j Permission wus refused in each case, j Control of Band Rotunda The following notice of motion, i moved by Cr. T. Andrews, was referred to the finance committee for consideration:—"That no charge is to be made to any brass or pipe bands playing on the Edmond's rotunda; that an attendant be present to arrange ! stands, seats, etc., as required by the bands; that no vehicular traffic is to i be allowed in Oxford ten-ace between Manchester street and Armstrong's building whilst the bands occupy the rotunda in the evenings." Committee Appointments It was decided that during the absence of Cr. J. W. Beanland Cr. Hayward be appointed to the finance committee, Cr. Evans to the works committee, and Cr. Milliken to the town planning committee.
