TRAMWAY APPEAL BOARD

MR HAYWARD'S POSITION ANOMALY ALLEGED "I find in the newspapers the statement that Mr Hayward is the representative of this board upon the Tramway Appeal Board. I think everyone knows that is not true, and consequently I move that we inform the general public that Mr Hayward is not the representative o£ this board 011 the Tramway Appeal Board," said Mr G. Manning at the meeting of the Christchurch Tramway Board yesterday. Mr W. J. Walter: Whom does he represent? Mr Manning: No one knows. Mr Walter: He represents this board. Mr Manning: He is not delegated by this board to represent our decisions. How can he represent us? It is an illogical position. He is kept there by legal power. Mr C. E. Jones: He represents us until we appoint someone else. Mr Manning: He is legally there but he does not represent us. Mr J. Mathison seconded the motion. He said that the public were conversant with Mr Hayward's viewpoint and knew without being told that he could not possibly represent the opinions of the new board. He was there because of an anomaly in the act. He thought it was only right that the board should draw the attention of the public to the matter. The chairman CMr J. K. Archer) said the position was more anomalous than mentioned by Mr Mathison. Mr Hayward was not a member of the board, but the board had no power to change its representative when it wished to. "In my opinion," said Mr Archer, "if Mr Hayward had a grain of self-respect in his make-up he would not want to : :present this board. He knows he cannot do it. I am giving him credit for honesty, but I cannot understand how an honest man with the views he holds, can wish to represent a board of this character. In any case, he does not do it and he cannot do it." The motion was carried, Messrs Jones and Walter dissenting.
