NEW YORK, March 22. j Exposing conditions cnmpaiable with the degradation of Wclfaic Inland Prison, the new municipal ai - ministration has completed the investigation into the City Home lot Dependents, which is situated on the same island, showing gross mismanagement, cruel and inhuman ; treatment of the aged, sick, and ; dying, and political chicanery ant. ; graft on the part of officials. j Old and infirm inmates have been deprived of their life savings by j cials of tl\e institution, through wills : dictated bv the superintendent, and through life policies in which oth- , cials were named as beneficiaries. ■ There is no medical or nursing stall | for the feeble-minded inmates, and ; choice foods provided for the blind and sick have been stolen by the attendants. ! The national superintendent hat, fled and cannot be found. He banked 84,000 dollars during the last eight - years, when his salary was only 28.000 dollars. [On January 24 last officials under the new city administration led detectives in a surprise raid on the municipal penitentiary, on Welfare Island, in East river. They found almost unbelievable conditions of racketeering, corruption, and vice, with a clique of : powerful gangsters virtually Ro\erning the institution over the heads of the warden and his assistants. A search of the prison revealed stores of narcotics and evidence that a large improvised distillery had been in operation, while many gangsters were armed with bludgeons, knives, and razors. Hirola (Japanese Minister for Foreign Affairs) and Mr Cordeil Hull (American Secretary of State) # is : that Japan will be satisfied with the j I existing naval ratio if America re- | | vises her policy of excluding Japa- 1 | nese migrants, recognises Manchu- I kuo, and abandons the air. army,
and navy bases in the Philippines. It is declared that the navy is unchanged in its determination to revise the present ratio. I The report mentioned in the foregoing message was not cabled to New Zealand. A message received on Thursday indicated merely that notes published in Washington and Tokyo suggested a rapprochement between America and Japan.l PHILIPPINE ISLANDS OPPORTUNITY TO DECIDE STATUS (Received March 23, 5.5 p.m.) WASHINGTON. March 22. The Senate passed the bill giving the Philippine Islands until October 1 to decide whether they want independence.
