♦ BRITISH MEMORANDUM DEFINITE REPLIES NOT YET EXPECTED PRELIMINARY NEGOTIATIONS OF VALUE ! (iialTISIl OFFICIAL WIUELESS.) (Received February 5, 5.5 p.m.) RUGBY, February 3. London has not received and does not yet expect any considered comments on the new British disarmament memorandum from the governments to which it lias been communicated. For the time being it is understood that the proposals are being carefully examined in thenpolitical and technical aspects, and this process is likely to be followed by verbal exchanges of views, in which British representatives abroad will explain or elaborate any points on which additional information is required. The hope is expressed with some confidence that when the president and principal officers of the Disarmament Conference meet in London on February 13 to consider the situation they will find that the preliminary negotiations between the principal powers will have produced I a considerable'' advance.
